Cecelia Phelps

Cecelia “Sally” Phyllis Phelps passed away at North Memorial Hospital on January 27, 2026 at the age of 93.

Cecelia was born on the family farm in Staples Township to Emma and Walter Schmidt on May 19, 1932.

She graduated from Staples High School in 1950.

Cecelia married Robert Phelps on April 30, 1951 and they lived in Staples, Granite Falls, St. Cloud and Clear Lake Township where they raised 6 sons. After their sons were grown, they enjoyed wintering in Texas.

Cecelia worked at Singer Sewing Center in St. Cloud and the Annandale State Bank in Clearwater. While working there she earned her Associates Degree in Accounting enabling her to move into the position of head teller.

Robert passed away on June 8, 1996.

She lived at home for one winter before selling the house and moving to live with her son Scott’s family in Indianapolis. When Scott was moving back east to Virginia Beach she moved back to Minnesota and moved in with her son Doug’s family. Initially living in a basement bedroom but eventually having her own mother-in-law apartment.

She enjoyed church activities with the Amazing Grays, quilting and exercising at Curves. She traveled by herself to see New Zealand, Australia and Fiji. She then met Jim at Discover Church.

She married Jim Weber on July 16, 2004. They enjoyed traveling together. She enjoyed seeing a lot more of our world. They traveled to Germany and surrounding countries and a cruise around South America with stops in Peru, Chili, Argentina, Falkland Islands and Brazil.

Jim passed away on December 16, 2018. After selling their home when Jim went to a care center she moved to independent living at Tradition in Brooklyn Park. There she built many friendships and enjoyed playing cards, crocheting, diamond dots, setting up movie night and organizing Sunday morning church services. It was hard for her to give up these activities as she slowed down as she had such a serving heart.

Cecelia was preceded in death by her parents, Emma and Walter Schmidt; siblings ,Paul, Ida Mae, Ellen, Kenneth and Lloyd; both husbands ,Robert and James; son, John; and daughter-in-law, Wanda. She is survived by her sons, Gary (Sharon Strack), Steven (Judith), Douglas (Debra), Scott (Robin), Richard and many grandchildren, great-grandchildren and great-great-grandchildren.

Memorial Service will be held at 11 AM Friday, February 27,  2026, at Discover Church in Brooklyn Park. Visitation 1 hour prior at the church. Interment will be at Fort Snelling with family at a later date.

Memorials are preferred to the American Heart Association, the National Kidney Foundation and the American Cancer Society.
